| Supplementary Registration will be
held from 20 September to 3 October 2004.
Supplementary registration allows all citizens who are eligible to
vote - but who did not register during the Second General Voters
Registration in 2003 – to register as voters. Eligible voters
who registered in 2003 but have since moved from one constituency
to another should also make use of this opportunity to change the
constituency on their voter’s cards. Eligible voters must register
in the constituency in which they live. |

What?
The Second General Voters Registration was held from 1st July 2003
to 31st August 2003. The aim of voter registration is to register
new voters and re-register all Namibians who have registered before.
In this process a new, more credible national and local authorities
voter register will be compiled. Although registration is voluntary,
citizens should realise that they can only exercise their right
and responsibility to vote if they have registered. Each election
will be preceded by supplementary voter’s registration, which
will allow you to register at a later stage and vote in future
elections. Eligible voters are, however, encouraged to vote during
the Second General Voters Registration. |

Why?
All Namibians who are 18 years or older should register to be able
to vote in future elections. Voters will be issued with a new voter’s
card which is to be used for all elections in Namibia. One side
of the card is blue and will be used for the Presidential, National
and Regional Council Elections. The other side will be yellow and
will be used for the Local Authority elections. The new card will
indicate the gender of the cardholder and will feature a signature,
thumbprint and photo of the card holder. These measures will ensure
that cards cannot be used unlawfully. |

How?
To be able to register, you must be able to prove your identity, age
and Namibian citizenship.
Prove your identity with your driver's licence, identity card
or passport.
Prove your age with either your driver's licence, birth
certificate or passport
Prove your Namibian citizenship with either your identity
card or birth certificate.
If you do not have any of these documents, you can take two people
who are prepared to make sworn statements confirming your identity
with you to the registration venue.
Your photograph will be taken at the registration point at no cost
to you. There is no waiting period for your voter’s card, it
will be issued to you at the registration point. |

Where?
Eligible voters must register in their constituencies. During the
registration period, fixed registration points will be open from
8 in the morning until 7 in the evening. Mobile registration units
will travel throughout the country and will also be open from 8
in the morning until 7 in the evening. Watch the press for details
