Partners in the Elections Support Consortium  
 
To take advantage of the unique window of opportunity presented by the Second General Voter Registration in July 2003 followed by Local Elections to be held towards the end of 2003 and Regional, National and Presidential Elections in 2004, the Elections Support Consortium (ESC) was formed in December 2002 by a civic and voter education campaign partnership. The campaign, funded by the Embassies of Sweden the Royal Netherlands and USAID, is implemented by the Electoral Commission of Namibia (ECN), the Namibia Institute for Democracy (NID) and the Legal Assistance Centre (LAC).
 
 
 
Campaign Facets
 
The implementing partners (NID, LAC and ECN) will each contribute according to their core competence. The overall campaign, which will be implemented over three years (2002 - 2004) will comprise the following facets:

• ECN's Project Co-ordination and voter education and information
• LAC's training of civic and voter educators and trainers
• NID's media civic education campaigns

Each partner's activities will complement and facilitate the objectives of the other two. In addition, the other partners, organizations, or individuals will contribute their expertise in designing media materials, translating publications, and pre-testing and evaluating educational materials.
