National Assembly
Established according to Article 44 of the Constitution, the National
Assembly is the highest law making body of Namibia.
Seats
The 72 seats are filled on the proportional system.
The President may appoint an additional six individuals
based on their expertise to the National Assembly in an advisory
capacity. These individuals do not hold voting rights in the Assembly.
Function
Constructs the laws of Namibia
Elections
Held every 5 years by popular vote on the system of
proportional representation: A seat quota is calculated by dividing
the number of valid ballots by 72, the number of seats in the house.
In the first round, the votes each party received are divided by
this quota to determine the number of seats each party gets. Remaining
seats are given to parties with the largest fractional remainder
after the first round allocation. In the event that there is a tie
in remainders for allocation of the last seat, the seat is given
to the party with the lowest total number of votes. This system
increases the diversity of representation in the National Assembly.

National Council
Established in terms of Article 68 of the Constitution, members of
the National Council are democratically elected officials from the
regions and are answerable to their constituents.
Seats
The 26-seat Council comprises two members of each Regional
Council (13 regions)
Function
Primarily an advisory body with the power to:
consider all bills of the National Assembly;
investigate on any subordinate legislation, reports and
documents which under law must be tabled in the National Assembly
and which are referred to it by the Assembly;
recommend legislation on matters of regional concern for
submission and consideration by the National Assembly;
Elections
Two representatives per Regional Council are elected by
the Regional Council to serve on the National Council for the duration
of their term as Regional Councillor.
