Charter for Multiparty Democracy
 

The Charter for Multi-party Democracy is a checklist for multi-party democracy. It is an agreement to which multi-party democracies commit themselves in order to ensure that the variety of views held by civil society are represented in government.

• The constitution of a multi-party democracy is supreme and may only be amended through special constitutionally defined procedures.

• In a multi-party democracy all  adult

citizens have the constitutionally guaranteed  rights   to   participate  in regular, free and fair elections. Citizens have the right to form, join and support political parties, without any pressure, and political parties have the right to contest elections.

• A multi-party democracy requires free and fair elections conducted by secret ballot that ensure representation to all parties in accordance with the electoral support they obtain.

• Political debate and elections must be conducted free from duress, censorship, bribery and corruption.

• In a multi-party democracy violence and other forms of coercion are inadmissible as methods of political mobilisation.
 
 
     
 
 
 
• Therefore, the effective functioning of a multi-party democracy depends upon the development and maintenance of a political culture of tolerance in which diversity of political opinion and the competition of ideas is fully accepted as part of the normal political process.

• In a multi-party democracy every citizen over the age of eighteen, regardless of race, gender, religion, creed, social or economic status, has a full and equal set of political rights which allow free participation in the political system, including the right to stand as a candidate for election to public office.

• A multi-party democracy involves a constitutionally protected bill of human rights, binding on all citizens and the government, which is enforceable by an independent supreme court. Among the rights to be protected are freedoms of association, assembly, movement, speech and the press as well as the right to form a legal political opposition to the government of the day.

• In a multi-party democracy the people are governed by customary law and laws passed by an elected legislature. Rule by decree and through administrative action shall be strictly limited.

• The powers of government at all levels must be clearly defined by the constitution and disputes in this regard must be settled by an independent judiciary.
