Therefore, the effective
functioning of a multi-party democracy depends upon the development
and maintenance of a political culture of tolerance in which diversity
of political opinion and the competition of ideas is fully accepted
as part of the normal political process.
In a multi-party democracy every citizen over the age
of eighteen, regardless of race, gender, religion, creed, social or
economic status, has a full and equal set of political rights which
allow free participation in the political system, including the right
to stand as a candidate for election to public office.
A multi-party democracy involves a constitutionally protected
bill of human rights, binding on all citizens and the government,
which is enforceable by an independent supreme court. Among the rights
to be protected are freedoms of association, assembly, movement, speech
and the press as well as the right to form a legal political opposition
to the government of the day.
In a multi-party democracy the people are governed by customary
law and laws passed by an elected legislature. Rule by decree and
through administrative action shall be strictly limited.
The powers of government at all levels must be clearly
defined by the constitution and disputes in this regard must be settled
by an independent judiciary. |
